Empowering Leadership sounds like a great way to recruit and keep volunteers by shoulder-tapping and giving them leadership responsibility. My experience with ministry is that you make a call from stage, pleading your need. You get maybe 1% that sign up, may 10% of those show up for the informational meeting. 1 year from now you have one or two from that cohort.
